Geez, this took me a long time to draw and color. Anyway, *yooani's art inspired me to try harder in making my art more proportional and slightly less "cute." My attempt ended up as this: another OC whose name is Darius Grey. I think it turned out pretty well, no? Sorry for the lame background. I drew and inked this traditionally, then colored it in Photoshop CS2 with my tablet. Yup, please don't steal this. The way you drew his back wouldn't really make sense with how you drew his right arm. That hump [which I'm assuming is the right shoulder blade; if it is the left, or just some piece of cloth, consider this null and void] makes it seem that the right arm is back a bit; so when you drew it going frontwards with foreshortening, it looks like the arm has been unattached. D: Do you get what I'm saying?
Now, I'm not really sure about the left arm, but it does seem a tad too short. Because when I straighten it out mentally, it won't reach at mid-thigh, at least with your style of drawing, where the legs are elongated. Although technically you drew the length right according to the chest, you still have to compensate for those lovely long legs you draw in your art.
Anyway, just because your art is cute doesn't mean it's not proportional. xD They go hand in hand too. And you have great art, but like all artists, you have some things to improve as well. If you want to practice proportions, just play around with skeletons and stuff [plus they're fun].

Experimenting is cool, but I find I always end up back to where I'm most comfortable - my own style. <3 It always seems to morph itself into what you want if you work with it enough. XDD
